Abstract:
Austria is far off-track in emission reduction, particularly so in transport. Marginal changes no longer suffice to achieve the required far-reaching transitions (IPCC), but substantial (or “qualitative”) changes are asked for. We here in a stakeholder co-designed process identify such options for Austrian passenger transport, starting from representative regions and rolling them out to the whole country, analysing the relevant legal instruments as well as potential economic repercussions across sectors to generate feasible policy recommendations ready for implementation.
