Abstract:


Based on the national adaptation strategy, PACINAS will analyze the consequences of major public adaptation measures for public budgets. The methodological approach consists on the one hand of case studies for selected decision-makers at the federal, state and local government level and on the other hand of an overall economic assessment. The overall economic assessment is carried out by means of a computable general equilibrium model that was developed in the ACRP project COIN in which the costs of climate change were evaluated for Austria. In the current project, costs and benefits of climate change adaptation will be estimated both for gradual changes as well as for extreme events. Key stakeholders will be involved throughout the project to elicit adaptation needs and associated costs and benefits. Moreover, the project will collaborate with the project PATCHES that determines the cost of adaptation by private actors (companies, households, ...)
