Abstract:
The global architecture of climate policy is experiencing a radical shift from internationally binding agreements to nationally determined commitments. This fundamental change in the policy architecture might very well end in a tectonic destruction because of the lack of effectiveness as to emissions reductions and the lack of credibility as to the national promises. Similar caveats are emerging also for the EU climate and energy policy targets. On the other hand there is a surprising surge of private and business activities towards low-energy and low-carbon investments which are triggered by breakthrough technologies that might fundamentally change also the content of controversies about climate policy.
About the Speaker:
Stefan Schleicher has been involved in global climate policy since the beginning of the negotiation process within the UN Framework Convention on Climate Change in 1995. He has concluded recently major research projects of Wegener Center on long-term energy perspectives for Austria and on reform options for the EU Emissions Trading System.
